The City of Zagreb presents compensatory measures for the beneficiaries of the parent-educator measure, which will begin to be phased out from September next year.

Compensatory measures, which should make it easier for users to adapt to the reduction and abolition of the parent-educator measure, were one of the disputed items during the last court decision on the illegality of changes to this measure, on which HRK 2.1 billion has been spent so far from the city budget.
“The main compensatory measure is the construction of new kindergartens and the enrollment of children in kindergartens because the previous government did not invest enough in the construction of the network of kindergartens,” Dolenec said at the beginning and added that half a billion HRK is going to this measure this year as well.
Two measures are aimed at educating users, said Dolenec. The first program relates to education, where with the People’s Open University we will provide retraining and new training, and with this measure we enable all users to enroll in any training program with two-thirds co-financing from the city.

First measure
We will enable users to enroll in any training program at the People’s Open Polytechnic, the city will co-finance it with 2/3 of the amount, users will have to commit to completing it. From September 15, all information will be published on the POU website. I would like to mention that the Employment Service also has some programs, but they cannot be used by those who are limited.
There are over 150 programs at POU, all possible occupations, from designers to programmers. It is the first and seems to me the most comprehensive measure that can help in returning to the labor market.
Another measure
If someone decides to start their own business, the Blue Office will help with education on how to do it and will have mentoring. The program will also be offered online, from September 15, all information and contacts will be available on the website of the Blue Office.
The third measure
One support is for the self-employment of the user. HZZ implements this program, but for this you must be unemployed and have a maximum income of HRK 2,600. So parents and educators cannot be inside. Fees for users will drop to those levels next summer.
The fourth measure
Support for crafts, traditional and deficit crafts. We have added to the scoring criteria that if you are self-employed or a beneficiary of the parent-educator measure, a higher amount of support goes. The grant amount is higher if you are a beneficiary of the measure or employ a beneficiary of the measure.
About measures
All measures apply to the next year, until the first users leave the measure. We have an advisor to help users navigate through everything. Every working day, the person in charge is on the phone in the office. All measures start immediately. We have been given the task of monitoring changes to the decision itself with compensatory measures, said Dolenec.
